Hanoi: Ring Road 4 with a 120‑Meter Cross‑Section – A Two‑Level Transport Model for Future Urban Expansion

Hanoi’s Ring Road 4 is planned with a cross‑section width of up to 120 meters, featuring a two‑level transport structure in which the upper level functions as an expressway while the lower level serves as an urban connection road. This project represents a significant shift in infrastructure planning, reflecting a long‑term vision for urban expansion and regional connectivity.

Unlike Ring Road 3, which currently suffers from chronic congestion, particularly at major southern gateways such as Phap Van – Cau Gie, Ring Road 4 has been designed in close coordination with railway planning, zoning plans and detailed 1/500 urban plans. Beyond the 120‑meter roadway, land corridors of 200–300 meters on both sides are reserved to support future urban development.

According to Hanoi Party Secretary Dinh Tien Dung, the city is currently developing within an increasingly constrained urban framework. The implementation of Ring Road 4 is expected to create new development space, attract investment and gradually reduce development disparities between the old urban core and newly expanded areas.

The Ring Road 4 project spans nearly 100 kilometers across Hanoi, Hung Yen and Bac Ninh, with more than 56 kilometers passing through Hanoi. With an estimated total investment of approximately VND 66.5 trillion, the project is scheduled for construction and basic completion during the 2021–2025 period. Once completed, it is expected to play a critical role in strengthening regional connectivity and alleviating traffic pressure within the capital.
