2. Complete the Environmental Impact Assessment (EIA) approval process.

3. Register for an Investment Registration Certificate.

4. Obtain a Business Registration Certificate.

5. Sign the official land lease agreement.

6. Apply for a construction permit.

7. Begin construction.
